Patching and RCC do not seem to be helping

Check if you are uploading a base patch. Base patches are full uploads and will run in similar time to a legacy upload. Base patches are triggered by the first upload after:

• Enabling patching

• Upgrading the editor

• Changing the target platforms

• Forcing a base patch via the Upload Content window checkbox
